    • A picture encoding device may include a unit for selecting a division method of a target region, and a unit for dividing the target region into small regions using the division method, generating a prediction signal in the small region, generating a residual signal between the prediction signal and the original signal of the small region, generating quantized transform coefficients by performing frequency transform and quantization of the residual signal, selecting a map for mapping the quantized transform coefficients of the small region onto leaves of a tree structure that is common to a plurality of division methods in accordance with attribute information of the small region, mapping the quantized transform coefficients of the small region onto the leaves of the tree structure based on the map, and updating the states of the nodes and leaves of the tree structure according to the coefficient values of the respective leaves.

    • A moving picture decoding method, which generates a predicted image using information on motion vectors and information on reference images, the moving picture decoding method having multiple prediction modes including a mode without motion vector decoding, including: a step of selecting a frame(s) to be referenced to in the prediction of each prediction direction in the prediction mode from among multiple candidate reference frames; and a step of selecting motion vector information used in the prediction mode, wherein at the step of selecting motion vector information when (all) candidate blocks adjacent to a current block are located outside of the screen, a zero vector is selected; and moving picture decoding is performed by generating the predicted image using the information on the selected reference frame and the information on the selected motion vectors in the prediction mode.

An image prediction encoding device 10 has a block dividing unit 102, an intra-frame prediction signal generation method determining unit 105, an intra-frame prediction signal generating unit 106, a subtractor 108, a transform unit 109, a quantization unit 110, and an entropy encoding unit 115; the intra-frame prediction signal generation method determining unit 105 derives an adjacent region prediction method for generation of an intra-frame prediction signal highly correlated with pixel signals of an adjacent region, using a proximate pixel group to a target region, out of a plurality of first prediction methods, and predicts a target region prediction method for target pixel signals, based on the derived adjacent region prediction method; the intra-frame prediction signal generating unit 106 generates an intra-frame prediction signal for the target region, based on the target region prediction method.
