A knife-shaped division plate is positioned at a middle portion of an exit(191,201) with the paths for the acid water and the alkaline water along a water flowing direction. The paths with regular length for the acid water and the alkaline water are formed at the knife-shaped division plate. The knife-shaped division plate is used to divide the acid water and the alkaline water, and an acid water keeping chamber(18) and an alkaline water keeping chamber(19) are fit simultaneously at the same position of the knife rear side-shape division plate.
