The snow removing agent is obtained by the method comprising: a step(S1) of crushing rock salt; a step(S2) of aging the crushed rock salt; a step(S3) of introducing the aged rock salt and magnesium chloride into an agitator and agitating the mixture; and a step(S4) of adding tripolyphosphate, sodium metasilicate and urea to the resultant mixture.
