The input device receives upper limit information of a total energy usage cost for a predetermined period from an energy consumer. The first receiving device receives energy price information from a central server. The second receiving device receives energy consumption information from a meter. The comparison device compares an upper limit of the total energy usage cost inputted through the input device and total energy usage cost for the predetermined period in the central server or a portable terminal.
