    • PURPOSE: A power supply device and a control method thereof are provided to prevent electrification accidents by cutting off the power supply when a frame ground electrode is not grounded. CONSTITUTION: A power supply device converts a commercial AC power to a DC power and includes a switch(14), a ground contact detector(30), and a controller(40). The switch is implemented at a power supply line positioned between power input and output terminals and switches on/off the power supplied from the power input terminal. The ground contact detector detects whether a frame ground electrode is connected to an external ground potential point. The controller blocking the power supplied from the power input terminal to the power output terminal when the frame ground electrode is not connected to the external ground potential.

The resistances comprise a first connecting part(101) for a neutral line, a protective conductor, or a second connecting part(102) for ground. The ground monitoring device comprises a damage detecting part for one resistance among the resistances. The damage detecting part comprises a first voltage source and a first coupling network. The damage detecting part connects at least one resistance to the first voltage source through the first coupling network.

    • A device for distinguishing a power line with ground potential is provided to secure safety and good accuracy by using a charged power source after completely separating AC(Alternating Current) voltage and operating power. A device(100) for distinguishing a power line with ground potential of a pair of power lines(AC1,AC2) inputting single-phase two-wire AC voltage is composed of an operating power unit(130) converting single-phase two-wire AC voltage into DC(Direct Current) voltage and charging a capacitor with the DC voltage, and discharging the voltage charged in the capacitor in response to the cut-off of AC voltage; a ground potential distinguishing section setting unit(120) connected among a pair of power lines and the operating power unit to supply or cut off the single-phase two-wire AC voltage to/from the operating power unit; an AC signal amplifier(140) operated by the DC voltage output from the operating power unit to amplify an AC signal loaded in one of a pair of power lines, in response to the cut-off of AC voltage of the ground potential distinguishing section setting unit; and a ground potential distinguishing unit(150) operated by the DC voltage output from the operating power unit to compare reference voltage pre-set by the DC voltage with the voltage output from the AC signal amplifier, and judge whether the power line connected to an input terminal of the AC signal amplifier is a ground potential line or not according to the comparison result.
