A plurality of fixed tags(SP_1-SP_M) transmit the signal intensity of the RF signals together with a fixed tag ID by receiving the RF signals. A location tracing module(110) selects the wireless and fixed tag having similar signal property by receiving the signal intensity of the RF signal transmitted from the RFID and fixed tag, and determines a location of the selected RFID tag in relation with the selected fixed tag. The RFID and fixed tags transmit the signal intensity of the RF signal through the AP transmitting the strongest RF signal.

The apparatus receives degradation damage in a two-dimensional model and realizes and expresses the degradation damage in a three-dimensional model based on correlation between mutual spatial coordinates by independently utilizing the mobile device without support of an external computer system based on a GPS and wired/wireless communication networks when inspecting and diagnosing the electric power conduit in underground at the electric power conduit in underground which is a radio wave shadow area. Therefore, it is possible to improve economic efficiency by reducing time and labor for an additional work for the three-dimensional model realization, and it is also possible to realize and confirm a three-dimensional degradation damage model in real time at the electric power conduit site in underground. Consequently, it is possible to improve the reliability of diagnosis information and a visual inspection check by previously preventing artificial mistakes and errors that can occur in a conversion process of performing three-dimensional regeneration or re-input based on maintenance information and two-dimensional graphic information.
