Insulating spaces(6) electrically connected is arranged in between an outlet pipe(4) and a load(10), and the load and an inlet pipe. A level of hot water is regularly maintained while injecting air to a closed space from outside so that the insulating space is formed. The hot water being supplied to the closed space non-continuously is controlled in order to flow in the insulating space for an internal space so that a flow of a leaked current through the hot water is shut off.
