    • PURPOSE: An apparatus and method for making a ball-point pen tip is provided to cut a pipe for a tip use and form a taper portion on the front end by using a cutting member with a V-shaped front end. CONSTITUTION: A plurality of cutting members(10) rotate along the circumferential surface of a pipe(2) for a tip use and has a chipper blade(12) formed in a V-shape. A plurality of assembling members(20) rotatably assemble the cutting members.
