    • PURPOSE: A homogenous catalyst used in a reaction of manufacturing a biodiesel from a bio oil with a high oxidation number is provided to reduce costs of the biodiesel by extending a range of a raw material of the biodiesel from a high quality bio oil to a low quality bio oil as the homogenous catalyst is capable of converting a low quality bio oil with a high oxidation number to a high quality biodiesel. CONSTITUTION: A homogeneous catalyst used in a reaction of manufacturing a biodiesel from a bio oil with a high oxidation number includes a divalent metal ion(M^2+). The divalent metal ion is one or a mixture of at least two selected from the group consisting of Mg^2+, Ca^2+, Cu^2+, Fe^2+, Ni^2+, Co^2+, Mn^2+, and Zn^2+. A method for manufacturing the biodiesel comprises reacting the bio oil having an oxidation number of 5 or greater with methanol in the presence of the homogenous catalyst including the divalent metal ion.
