    • A redundant slice coding method based on PD(Polyphase Down-sampling) and a CODEC using the method are provided to adaptively vary the quantity of transmitted DCT(Discrete Cosine Transform) coefficients using the PD based redundant slice coding method to improve error resilience of scalable video coding and coding efficiency. A PD based redundant slice encoder includes a PD coding unit(110), a quantizer(120), and a reference block generator(130). The PD coding unit polyphase-down-samples a residual block corresponding to a current block and a predicted block to reconstruct the residual block into four regions. The quantizer transforms and quantizes at least one of the reconstructed regions. The reference block generator generates a reference picture based on a value obtained by inversely transforming and inversely quantizing the quantized region and then inversely polyphase down-sampling the region.

    • A method and an apparatus for encoding and decoding color video scalability are provided to prevent unnecessary data amount from increasing when storing or transmitting encoded information, improve encoding efficiency by not doubly encoding the same information as already encoded information, prevent the same information as already decoded information from being doubly decoded and improve decoding efficiency. A color video scalability encoding method includes encoding a color image block of an improvement stratum by using lower stratum information. The encoding generates a color sign block pattern value according to quantization coefficient values of a residual color image block by using the lower stratum information. A color video scalability decoding method includes determining presence/absence of an improvement stratum having a different color format from that of a lower stratum in a received bit stream, and decoding a color image block of the improvement stratum by using the lower stratum information.

CONSTITUTION: A system(100) for adaptively converting video contents includes an adaptive image converter(103) and a usage environment information manager. The adaptive image converter receives video data from video data collector(101) and adaptively converts the video data using information including user terminal characteristic and user's taste characteristic, described by the usage environment information manager. The video data collector collects video data generated from a multimedia source. The usage environment information manager collect information from a user terminal, describes usage environment information and manages the information. A video data output unit(105) outputs the adaptively converted video data.

    • PURPOSE: An apparatus and a method for expressing a vector expert and an apparatus and a method for searching multimedia data using the same are provided to search multimedia data by expressing and storing vector experts of multimedia data hierarchically. CONSTITUTION: An orthogonal transform portion(100) performs an orthogonal transform process for each feature vector composing vector experts and expresses the feature vectors in an order of a low frequency feature to a high frequency feature. A quantization portion(101) quantizes the feature values of the orthogonal transform portion(100). A variable length coding portion(102) performs a variable length coding process for the quantized feature vector and the number of inputted feature values and stores the coded feature values in a feature value storage portion(103).
