CONSTITUTION: A plurality of GPS antennas(5) are arranged at an upper surface of a buoy(6) and an outer surface of a differential GPS reference station and receive a plurality of GPS carrier waves transmitted from a plurality of GPS satellites. A GPS receiver compares GPS carrier waves received by a GPS antenna of the buoy with one another based on the GPS carrier waves received by the GPS antennas of the differential GPS reference station. An output section(7) outputs a real time displacement value of the buoy(6) compared by the GPS receiver. A comparison analyzer compares and analyzes the real time displacement value of the buoy(6) with a design value of the buoy(6) and manufacturing displacement data to detect a flow velocity of the buoy(6).

The INS unit(9) calculates location information of the mobile communication terminal by using sensor information in a dead reckoning. The INS unit(9) calculates Doppler estimation value for a GPS receiver(7) by using the dead reckoning, acceleration, and direction information. A microprocessor(6) of the mobile communication terminal mixes reciprocal information for performing GPS/INS mixed navigation algorithm enabling continual determination.
