    • PURPOSE: A process for preparing a biodegradable polymer by preparing a prepolymer of an aliphatic diol component and dicarboxylic acid using a suitable coupling agent in the first stage and polymerizing using a specified reaction catalyst is provided. Whereby, the obtained aliphatic polyester has excellent physical properties and biodegradability and can replace resin for packing film, waste collecting film and agricultural film. CONSTITUTION: The process for the manufacture of a biodegradable polymer is obtained by using dicarboxylic acid selected from adipic acid, decanic acid, succinic acid and dodecanic acid and glycol selected from ethylene glycol, 1,3-butanediol, 1,6-butanediol and 1,6-hexanediol as raw material, wherein 0.1 to 5% by mole of a magnesium salt as a binding agent is added based on 100% by mole of dicarboxylic acid, 0.01 to 1% by weight of a titanium compound as a reaction catalyst is added based on the total resin, and 0.01 to 1.0% by weight of trimethylphosphate as a heat stabilizer is added based on the total resin.
