CONSTITUTION: A system inquires a type of a transmitting subscriber if a subscriber circuit is hooked-off, and receives a telephone group number of wide area inner communication if a subscriber is in a telephone group of the wide area inner communication(S20-S23). The system receives a receiving digit to retrieve a receiving number within the telephone group of the wide area inner communication, and decides whether the receiving number is an extension included in the telephone group(S24-S26). If so, the system connects the receiving number with the circuit. If the receiving number is not the extension included in the telephone group, the system adds a new receiving number(S28). The system requests a dialing number translation for the added receiving number(S29). The system receives outgoing root information, and connects an outgoing root(S31).
