In the discharge vessel, the electric discharge gas is charged. The outer electrode is adherently formed in the outer side of the outer pipe. An inner electrode(103) is adherently formed on the inner side of the inner pipe. The inner electrode includes at least two cut-outs. The cut-out(401a) is cut over a part of an axial. The first cut-outs are cut from the one-side end of the inner electrode. The second cut-outs are cut from the other side end of the inner electrode.
