The double drain pipe comprises a drain pipe draining the collected water flowed into the water collecting well, and a drain induction pipe (132) connected to the outside of the concrete water tank. A spacer(133) maintains a fixed interval between the drain pipe and the drain induction pipe. A filtering member (134) selectively filters foreign materials contained in the collected water in the water collecting well.
