    • PURPOSE: A method for transmitting and receiving an ECN(Explicit Congestion Notification)-based multimedia stream is provided to transmit the multimedia stream by using an equivalent bandwidth modem-based transport protocol, and to use an ECN-marked packet rate to obtain a network equivalent bandwidth, thereby preventing packet loss from influencing on congestion notification. CONSTITUTION: A bit is added to inform a header complying with an IP of a transmitted data packet that congestion occurs while passing through a network, and the added bit is transmitted. A returning time of the data packet to which the bit is added is received from a receiving end(4) with a congestion action rate. A rate of data to be transmitted is calculated, based on the returning time and the congestion action rate. The data packet is transmitted at the calculated rate. When informing the header that the congestion occurs, a router(2) marks the bit. When calculating the congestion action rate, the bit counts the number of marked packets, and transmits the packets to the receiving end(4).

    • A method for performing a scheduling operation in a communication system and a scheduler thereof are provided to provide differential service quality according to a QoS class where a priority and minimum average data transmission rate are set for each user. A method for performing a scheduling operation in a communication system comprises the following several steps. A utility value for each terminal is calculated by using a utility function whose differential height is varied according to the priority of each terminal. A terminal among at least two terminals to which data is transmitted at a specific time is determined by using the utility value for each terminal. The utility value for each terminal is calculated by multiplying available data transmission rate for each terminal by a differential of the utility function for each terminal at a specific time. The higher the priority of a terminal is, the higher the differential height of the utility function is.

    • A method for controlling call admission in a communication system is provided to provide differential service quality according to a QoS class where a priority and minimum average data transmission rate are set for each user. A method for controlling call admission in a communication system determines whether a call connection regarding a new terminal is admitted while taking account of scheduling regarding one and more existing terminals which has received a service. The method comprises the following several steps. A priority, lower than that of the existing terminals which has received the service, is given to the new terminal and a scheduling is performed. According to the scheduling result during a set time, it is determined whether a call connection to the new terminal is admitted. The scheduling step includes a step of calculating a utility value for each terminal by using a utility function whose differential height is varied according to the priority of each terminal and a step of determining a terminal among at least two terminals to which data is transmitted at a specific time by using the utility value for each terminal.
