摘要： PURPOSE: A device for converting signals is provided to appropriately protect a CONSTITUTION: A device for converting signals comprises a signal converter(3), a decider(4),and an usage limiter(5). The signal converter converts an inputted signal. The decider detects additional information of the inputted signal, and decides whether the additional information presents all rights reserved or limitation for reproductions. The usage limiter limits the converted signal from the signal converter after deciding the additional information presents the all rights reserved or the limitation for reproductions. The inputted signal is an image signal or a voice/digital signal. The signal converter converts a sequential scanning into an interlaced scanning or the interlaced scanning into the sequential scanning, when the inputted signal is the image signal. A format of the image signal converts a high definition TV signal into a standard TV signal and converts the standard TV signal into the high definition TV signal. An informer informs a limited state of using the converted signal on the basis of the decided result in the decider. The decider detects the additional information, and decides whether the additional information presents all rights reserved or limitation for reproductions, when the inputted signal is the digital signal.
