The control unit controls so that the electrolyte of the predetermined specific gravity is stirred in the electrolysis stirring vat by adjusting the injecting amount of the electrolyte in the high density electrolyte supplying vat and the low density electrolyte supplying vat according to the specific gravity which is outputted from the hydrometer. The milling unit mills the lead plate to reduce the thickness of the lead plate. The cutting unit cuts the milled lead plate. The winding unit winds the cut lead plate two times. The main control unit controls the rotation speed of multiple milling rollers of the milling unit, the cutting timing of the cutting unit, and the winding of the winding unit.
