    • A low heat concrete composition is provided to ensure specified concrete strength, maximize a substitution ratio of cement with fly ash and blast furnace slag fine powder, and increase a hydration heat reduction effect of concrete. A low heat concrete composition is obtained by mixing 13-40wt.%of a ternary system latent binder with 20-50wt.%of fine aggregate, 25-55wt.%of coarse aggregate, and 5-8wt.%of one water selected from industrial water and tap water. The ternary system latent binder is obtained by mixing 0.5-2.5wt.%of a high-performance air-entrained agent with 0.5-10wt.%of a liquefied latent hydration heat reducing agent, based on 100 parts by weight of a binder prepared by mixing 30-60wt.%of general purpose portland cement or blast furnace slag cement, 30-60wt.%of blast furnace slag fine powder, and 10-30wt.%of fly ash. The liquefied latent hydration heat reducing agent is prepared by mixing 15.3-32.0wt.%of a silica-based diluted solution, 3-60wt.%of a latent mixture of nitrate-, chloride-, and phosphate-based compounds, and 8.0-81.7wt.%of water. Further, the silica-based diluted solution of the liquefied latent hydration heat reducing agent is manufactured by diluting 60.0-95.0 wt.% of one selected from Na2SiO3, Si(OH)4, TEOS[Si(OC2H5)] with water.
