    • PURPOSE: A method and an apparatus are provided to achieve improved efficiency of core design by determining types and locations of new fuel groups in a reactor core design regardless of complexity or number of designs of new fuel groups. CONSTITUTION: An apparatus(1000) comprises a memory(250) for storing a unique part of a new fuel group to be evaluated in a reference core design; an interface for receiving a group of limitations applicable to the reference core design, and selecting a unique part of the new fuel group to be evaluated; and a processor(400) for generating the reference core design on the basis of the received limitations, wherein the reference core design includes an initial loading pattern of the current new fuel group arranged at a plurality of fuel locations in the reference core design. The processor has a function of replacing at least one of the current new fuel group with at least one of the selected new fuel group, a function of instructing simulation of reactor operation on the reference core design so as to generate a plurality of outputs, and a function of grading the outputs on the basis of the group of the defined limitations. The output of the highest grade represents an accepted core design for the nuclear reactor.
