The system for purifying air or water polluting substances is characterized in that light is irradiated onto the titanium dioxide plate(5) from a light source(3), wherein the titanium dioxide plate is a mesh type titanium dioxide plate, wherein the light source is a sunlight or an artificial light source, and wherein the artificial light source, emitted as the light source, is irradiated by passing through a plastic optical fiber(4).
