    • The present invention relates to a one time password (OTP) authentication system and method and, specifically, to an OTP authentication system and method generating the OTP using an IP address allocated to a mobile terminal of a user and checking whether the user is legal by using the OTP. The OTP authentication system according to the present invention, which is a system for providing an authentication service for a user connected thereto through a communication network, comprises: an OTP generation device for generating a user OTP by using the identifier of the mobile terminal of the user, at least a part of an IP address dynamically allocated to the mobile terminal by a mobile service provider, and a user seed value input by the user, the OTP generation device being provided in the mobile terminal of the user; a seed server for managing user seed values associated with the respective identifiers of mobile terminals; and an authentication server for generating an OTP corresponding to the user OTP by using the IP address allocated to the mobile terminal of the user and a user seed value associated with the identifier of the mobile terminal of the user when a user authentication request including the identifier of the mobile terminal of the user and the user OTP is received, and comparing the user OTP and the generated OTP corresponding thereto, thereby authenticating the user.
