    • A membrane electrode assembly for electrochemical ozone generation, a method of manufacturing the same, and an electrochemical cell with the same are provided to reduce operation costs, to stabilize reaction efficiency, and to increase durability by improving electrolytic efficiency of an electrode catalyst layer, using a platinum tantalum catalyst.     • An apparatus and a method for water treatment are provided to sterilize and purify a large-sized water tank such as a water station of a swimming pool, a bathhouse, or a building, as well as a small-sized water tank such as a bathtub for home use. A salt water generating unit generates salt water. A first electrolytic unit(26) electrolyzes the salt water, which is supplied from the salt water generating unit, to generate a germicide. A germicide storing unit(28) stores the germicide generated by the first electrolytic unit. A second electrolytic unit(30) mixes and electrolyzes water, which flows along a divergence line diverged from a circulation line, and the germicide, which is supplied from the germicide storing unit according to the numerical value of remaining chlorine, thereby sterilizing and purifying the water. The purified water is returned to a water tank.
