The service center(3) performs initial setting and updating of party telephone numbers, company identification numbers, exchange telephone numbers and rate table previously stored in the memory of each terminal adapter via the communication network(2A-2N). Each of terminal adapter sends the party telephone number, company identification number or exchange telephone number corresponding to the off-hook of a telephone set connected thereto and performs the fixed connection function, automatic dial function or routing function.
