An image transmission device(120) is connected to a satellite communication device through an Ethernet hub(150), photographs and outputs an image for a disaster spot, and transfers the photographed image to the satellite communication device. A wall box(130) includes plural terminals connected to the power facility located in the disaster spot by being installed at a disaster response vehicle. A digital TRS(Trunked Radio System) base station includes a TDMGW(141) which converts a protocol for digital TRS into an Ethernet protocol.
