    • PURPOSE: A complexity scalable frame rate-up conversion (FRUC) is provided to provided reductions in prediction error, even with little or no change in an encoder's search and without extra side information. CONSTITUTION: A frame rate up-converter comprises a frames preprocessing component, a hierarchical motion estimator (ME) component, and a bilateral motion compensation component. Frame components preprocessing (120), which the frames preprocessing component perform, involves removing the black border from frames and to further, expand the frames to suit maximum block size. The motion estimation component (130) employs one or more motion estimation iterations (132). Each hierarchal ME iteration includes the following stages: initial bilateral ME, motion field refinement, additional bilateral ME, motion field up-sampling, and motion field smoothing, which are performed in an order. Depending on N, the number of hierarchal motion estimation iterations that are to be performed, an additional iteration may be undertaken, once again starting at 302. Alternatively, if the N iterations have been completed, then at 140, the process proceeds to perform a bilateral motion compensation (MC) operation.     • An image display apparatus is provided to easily check an operation state thereof by comprising an internal pattern generator for generating image data containing specific patterns. An image display apparatus includes an image display panel(130), a pattern generator(110), and an image data selecting unit(120). The pattern generator generates image data having specific patterns to be displayed on the image display panel. The image data selecting unit selects one of the image data which has the specific patterns from the pattern generator and image data from outside. The pattern generator includes a pattern storage unit for storing the image data having the specific patterns and a pattern controller for inputting the stored image data to the image data selecting unit.

    • A medical device having a non-linear look-up table and a medical image processing method therefor, the method being used in a medical picture archival and communications system, are provided. The medical device has an image generating unit which generates the medical image; an image processing unit which receives the image signal, and processes the image to display the received signal; and a display unit which receives the output signal of the image processing unit and displays the signal, in which the image processing unit changes the values of the picture elements forming the image using a look-up table of which element values change according to the practitioner's manipulation. According to the device and method, a practitioner can more easily convert medical images and can diagnose a disease more accurately.
