The circuit includes an inverter (10) for generating a first clock signal by inverting the receive enable signal (RxSHEN), a flip-flop (15) for latching a second synchronous signal of a master clock generator, an AND gate (20) for generating clear signal perivdically by receiving the second synchronous signal and the RxSHEN signal, a frequency divider (25) for generating a first and a second divided signal from the clock signal, an AND gate (30) for generating and transmitting a second synchronous signal from the first and the second divided signals, a latch (35) for latching and transmitting the signalling data transmitted from a CPU to input terminals (D1-D9).
