    • PURPOSE: A method of removing fine dust on roads or railroads by using a collection plate and an apparatus thereof are provided to reduce environmental contamination due to fine dust. CONSTITUTION: A method of removing fine dust on roads or railroads comprises the following steps: a step of driving vehicles or trains; a step of colliding fine dust in the air with vehicles or trains and inhaling fine dust into inside through inhaling holes (11) of a find dust collection plate (1) installed in front part of a train, front bumper or vehicle roof; a step of filtering fine dust by a filter after being inhaled into the fine dust collection plate and emitting air in which fine dust is removed through emitting holes (21); and a step of removing fine dust in the filter by sprinkling water by using the inhaling hole during car wash.     • PURPOSE: A plasma generating apparatus is provided to buffer local sparks generated at a curved portion of an electrode surface by injecting inertia gases in a groove portion between an electrode and dielectric. CONSTITUTION: A plasma generating apparatus includes an upper electrode(21), a lower electrode(20), an upper dielectric(31), and a lower dielectric(30). The upper electrode faces the lower electrode. The upper dielectric is implemented on the lower electrode, contains gas buffering irregular arc reactions to form a groove for improving uniformity of electric field. The upper dielectric is pressed on the upper electrode. The lower dielectric is implemented on the lower electrode, contains gas buffering irregular arc reactions to form a groove for improving uniformity of electric field. The upper dielectric is pressed on the lower electrode.
