The primary winding 111 and the preheating secondary winding 122, and the primary winding 111 and the preheating secondary winding 123 are respectively arranged within an extremely close range, and the wire diameter of the preheating secondary winding is not greater than 0.14 mm.     • PROBLEM TO BE SOLVED: To provide an LED illuminator which can be used in illuminating equipment provided with a preheating circuit for lighting fluorescent light, and to provide its manufacturing device and its manufacturing method. SOLUTION: In a driving circuit 35 for the LED illuminator 1, pairs of rectifying diodes 41, 42 and 43, 44 are serially connected so that their cathode electrodes and anode electrodes are facing each other in between electrode pins 26a and 26b. In the same way, pairs of rectifying diodes 51, 52 and 53, 54 are provided in between electrode pins 28a and 28b. Positive electrode side of a LED unit circuit 55 is connected between the rectifying diodes 41, 42 and 51, 52 and negative electrode side of the LED unit circuit 55 is connected between the rectifying diodes 43, 44 and 53, 54.
