    • PROBLEM TO BE SOLVED: To precisely determine a developing bias value that obtains a target toner concentration.SOLUTION: The image forming apparatus comprises: image pattern forming means for forming a specific image pattern on a photoreceptor 11 or a transfer material 21 under specific image forming conditions; density detecting means SE1 for optically detecting the density of the image pattern on the photoreceptor 11 or the transfer material 21; ambient condition detecting means SE2 for detecting ambient conditions; cumulative driving time detecting means for detecting the cumulative driving time of the photoreceptor 11; and control means 50 for determining a developing bias value for obtaining a target toner concentration on the basis of the density of the image pattern detected by the density detecting means SE1. On the basis of the ambient conditions detected by the ambient condition detecting means SE2 and the cumulative driving time detected by the cumulative driving time detecting means, the control means calculates a developing startup point for the developing bias value, at which toner starts to stick to the surface of the photoreceptor 11. Having the developing startup point as a reference, the control means determines the developing bias value for obtaining the target toner concentration, from the density of the image pattern detected by the density detecting means SE1.
