    • PROBLEM TO BE SOLVED: To provide an apparatus for treating a paper web that can use a paper web for embossing or calendering to uniformize the thickness of the paper.SOLUTION: An apparatus for treating a paper web or a paper layer comprises a pair of overlapped rolls 2 and 3 compressing the paper web or a paper layer passed therethrough. Each of rolls 2 and 3 comprises fixed central shafts 20 and 300 supported with corresponding holders 10 and 83 at its ends. Onto the fixed central shaft, a cylindrical jacket is fit through low friction connecting members 21 and 310 positioned on both sides of the shafts relative to the center lines of the axis of the fixed central shafts. Thereby, the cylindrical jacket which is in contact with the paper web or layer to be treated is freely rotated around the longitudinal direction of the axis of the shaft, and the jackets 22 and 320 both for the rolls 2 and 3 are smooth.
