A call origination instruction part 2 writes charging request information, originates a call corresponding to a call setting command assembled in a call origination processing part 3 and connects a first information channel. In the opposite terminal, an incoming call monitoring part 4 performs reception and transmits the command to an incoming call reception part 5. The reception part 5 transmits an origination telephone number to a proportionally divided charging information interpreting part 6 and connects the first information channel corresponding to the instruction. Then, by transmission from the interpreting part 6, the call origination instruction part 2 assembles the call setting command to the origination telephone number, originates the call to the conference starting terminal from the call origination processing part 3 and connects the first information channel. Thus, the communication charge is proportionally divided.
