    • PROBLEM TO BE SOLVED: To provide a method and apparatus for generating ions for electrostatic neutralization with high efficiency by optimizing a series of steps of generating ions, electrically balancing them, and moving generated ions.
      SOLUTION: The method and apparatus for generating positive ions and negative ions include electrodes 2, 3 that are separated by a gap G and to the electrodes, an alternating ionizing voltage 10 is supplied at a frequency indicative of a residual time during transition in which generated ions are moved into the gap between the electrodes and ions are accumulated in substantially the center region of the gap.
