    • PROBLEM TO BE SOLVED: To prevent the high-temperature corrosion of a waste heat boiler superheater by providing a high-temperature corrosion prevention control means for estimating the heat exchanger tube temperature of the waste heat boiler superheater during additional start of a unit, and correcting the steam pressure controlled by a turbine bypass valve opening according to the estimated heat exchanger tube temperature. SOLUTION: A refuse incinerating power plant 100 for guiding the steam from waste heat boilers 5a, 5b to a steam turbine 6 to generate a power is provided with a high-temperature corrosion prevention control means 200. The high-temperature corrosion preventing control means 200 is formed of a heat exchanger tube temperature estimating means 210 and a steam pressure correcting means 220, the heat exchanger tube temperature estimating means 210 estimates the heat exchanger tube temperature of a waste heat boiler superheater during additional start of a unit, and the steam pressure correcting means 220 outputs a correction signal for correcting the steam pressure controlled by turbine bypass valve opening according to the heat exchanger tube temperature. Namely, the heat exchanger tube temperature estimating means 210 works as a heat transfer dynamic characteristic model for estimating the heat exchanger tube temperature of the waste heat boiler superheater.
