SOLUTION: The plate-like nonwoven fabric fiber structure contains at least 80% or more of a wet-heat adhesive fiber obtained by coating the surface of a polyester-based fiber or a polyolefin-based fiber with a wet-heat adhesive resin and has a fiber diameter of the fiber of 1-10 dtex. The fiber constituting the plate-like nonwoven fabric fiber structure is uniformly bonded in the thickness direction at a fiber packing ratio of 40-85%. The plate-like nonwoven fabric fiber structure has an apparent specific gravity of 0.2-0.7 g/cm 3 and a thickness of 0.5-5 mm. The surface of the resultant aggregate (B) is softened by heating with the heater (3b) and fuse the loops on one side of the aggregate (A).
