    • PROBLEM TO BE SOLVED: To provide a material which has an excellent workability when kneaded as a hardening material and is hardened in a short time after the kneading is finished, for solving the problem that conventional hardening materials can not secure longtime good fluidity and workability because, for examples, cement requires a considerable time for its hardening and, on the other hand, sodium silicate/aluminum phosphate, which is mixed with acidic/ alkaline substance for rapid hardening, starts its hardening and thickening immediately after the mixing. SOLUTION: An alkaline inorganic powder which contains a magnesium compound of 7-60 mass% in terms of MgO and a calcium compound of 3-50 mass% in terms of CaO, and in which the sum of the contents of the magnesium compound and the calcium compound (MgO+CaO) is 80 mass% or less is prepared. A hydraulic composition is manufactured by blending basic organic acid aluminum salt of 3-20 pts.mass with the above alkaline inorganic powder of 100 pts.mass.

    • PROBLEM TO BE SOLVED: To provide a low alkali hardner for water-containing soil capable of hardening the water-containing soil so as to indicate low alkali having a pH of 9 to 10 of a hardened body and have sufficient strength, and a hardening treatment method using it. SOLUTION: The low alkali hardner for the water-containing soil is made by including magnesium oxide of more than 15 mass% and 60 mass% or less, water hardening alumina of 30 to 82 mass% heated until constant weight is obtained at 50 to 400°C of amorphous aluminum hydroxide hydrate, having the top of a broad peak at 2θ=22±5°of a powder x-ray diffraction spectrum in a wave length of 1.5405 Å and having a half-value width of 6 to 20° based on a base line having the broad peak, and lithium carbonate of 2 to 15 mass%. This hardner of 50 to 200 kg/m 3 is loaded per the water-containing soil of 1 m 3 , thereby enabling highly strengthened hardening treatment at a pH of 9 to 10 suitable for heavy metal insolubilization.     • PROBLEM TO BE SOLVED: To provide an insolubilizing material and an insolubilizing process in which the insolubilizing material can effectively insolubilize a toxic substance even if it is soil with very great amount of elution of toxic substances, such as hexavalent chromium (for example, an elution amount of hexavalent chromium is 0.7 mg/L or more), and the insolubilizing process can be performed in an original location.
      SOLUTION: The insolubilizing material which can insolubilize the toxic substance comprises magnesium oxide and blast furnace slag powder. An amount of the blast furnace slag powder in this insolubilizing material is 5-900 mass parts to magnesium oxide of 100 mass parts, and an amount of citric acid-soluble magnesium (C-MgO) to total mass of the magnesium oxides comprised in the insolubilizing material is 85 mass% or more.
