When a vessel is caught by fire, the valve 34 is opened to spray water from the water spray nozzle 28, and the lifeboat is lowered to prevent the ignition of the lifeboat.

At this time, the inclined angle of the ramp 12 is adjusted by means of a wire 14 of a stainger 13 to a suitable angle offering a less lever difference. After the towboat 10 and the life boats 8 all alighting on the water, an engine on the towboat is started to make the lifeboats 8 coupled with the towboat 10 are made to escape from a hull 1. Accordingly, it is possible to safely transfer the passengers onto the life boats 8 without giving an uneasy feelings and a fear to the passenger.

In this drum device 4, there are provided a tension device 4 for applying a constant tension to the towing wire 6 always during a period until the life boat alighting on the water, and a braking device for limiting the pay-out of the towing wire 6 when a tension greater than a set value is exerted thereto after alighting of the lifeboat on the water. Even if the mother ship is on sailing, the lifeboart may be held always at a constant position relative to the mother ship, thereby it is possible to prevent a davit and a sling wire from being exerted with an excessive force.
