A ratchet wheel 21 is rotatable with the first shaft 12. A first engaging member 26 is mounted to the body 11 to lock or unlock the ratchet wheel 21. A handle 31 is rotatably connected with the first shaft 12 by the second end 33. A second engaging member 36 is mounted to the handle 31 to lock or unlock the ratchet wheel 21. A rewinding device 41 is mounted to the handle 31. The rope 60, having an end attached to the rewinding device 41, is wound around the rewinding device and another end passes through the conduit 17. Accordingly, the reel facilitates easy winding of the rope and enhances operational response.
