    • PROBLEM TO BE SOLVED: To provide an apparatus and method for decoding a bit stream encoded by an encoding apparatus and method. SOLUTION: An encoding apparatus comprises: a DND operator which performs a DND operation predetermined times so as to narrow the range of inputted differential data by dividing a positive number region into halves in accordance with positive and negative number regions of the inputted differential data, performs a divide operation so as to convert the differential data positioned in an upper region into a negative number, and then performs a divide-up operation so as to narrow the range of differential data positioned in a negative number region in accordance with the range of the differential data wherein the operation is performed, or performs a divide-down operation so as to narrow the range of differential data positioned in a positive number region; a shift-up operator which performs a shift-up operation so as to transfer the differential data having been through the DND operation to either the positive or negative number region; a differential data selector which selectively outputs either the differential data having been through the DND operation or the differential data having been through the shift-up operation; and an entropy encoder which entropy-encodes the differential data selected in the differential data selector.
