    • PROBLEM TO BE SOLVED: To improve combustion stability, and to prevent generation of combustion vibration, by improving a degree of freedom of setting an air flow rate and a fuel flow rate in response to a target load, in a gas turbine plant. SOLUTION: This gas turbine control device includes a first function generator 62 for setting the fuel flow rate or the air flow rate supplied to a combustor 32 in response to the target load, an intake temperature detector 22 for detecting the intake temperature of a compressor inlet, a second function generator 69 for setting a correction quantity for correcting a preset value of the fuel flow rate or the air flow rate based on a detection value of the intake temperature detector, a third function generator 66 for setting a correction quantity of correcting the correction quantity by adding the target load, a first computing element 68 for arithmetically operating the correction quantity set by the second function generator 69 and a corrected correction quantity from the correction quantity corrected by the third function generator 66, and a second computing element 64 for calculating the fuel flow rate or the air flow rate supplied to the combustor 32 by adding the corrected correction quantity to the preset value of the fuel flow rate or the air flow rate set by the first function generator.
