    • PROBLEM TO BE SOLVED: To provide a water hydraulic inorganic material, when used for a concrete body, a mortar covering material or the like in high water cleaning treatment facilities including an ozone treatment stage, exhibiting ozone resistance, carbonic acid/heavy carbonic acid resistance and abrasion resistance and having high durability, and in which elution quantity in elution testing by 45 items based on Welfare Ministerial Ordinance No. 15 in safety for human body and milieu is equal to or below standard value in all cases, and to provide concrete for high water cleaning treatment facilities using the hydraulic inorganic material.
      SOLUTION: The hydraulic inorganic material comprises 20 to 30 wt.% portland cement, and has ozone resistance, carbonic acid/heavy carbonic acid resistance and abrasion resistance, and the hydraulic inorganic material is prepared so as to comprise at least one or more selected from silica fumes, granulated blastfurnace slag, and fly ash, and to control a silica content in 40 to 55 wt.% expressed in terms of SiO
      2 , an alumina content in 10 to 15 wt.% expressed in terms of Al
      2 O
      3 , and a calcium content in 20 to 35 wt.% expressed in terms of CaO.

    • PROBLEM TO BE SOLVED: To provide a method for promoting neutralization of cement concrete for sufficient neutralization at low cost in a short time. SOLUTION: A calcium component is eliminated from the cement concrete by using a material which changes into a calcium salt by chemical reaction with the calcium component in the cement concrete (e.g., anionic surfactant). For example, a cement paste of the surface of a recycling material is removed by immersing the recycling material (aggregate) of the cement concrete into an anionic surfactant aqueous solution, or cement concrete for a fish reef is neutralized by immersing the cement concrete for a fish reef into an anionic surfactant aqueous solution.
