While a plurality of openings are formed along the axial direction of the pipe 11 in the lower surface of the air diffusing pipe 11 immediately below the membrane module 2, a plurality of air diffusing holes having a diameter lower than the openings are formed to face each other across the cross section in the axial direction so that they are disposed along the axial direction at positions not immediately below, higher than the openings, and lower than the axis of the pipe 11. While a plurality of openings are formed along the axial direction of the pipe 12 in the lower surface of the air diffusing pipe 12, a plurality of air diffusing holes with a diameter lower than the openings are formed to face each other across the cross section in the axial direction so that they are disposed along the axial direction at positions higher than the openings and lower than the axis of the pipe 12.
