SOLUTION: A private power generation power supplying section 3 is provided with a solar battery 13 and a storage battery 15. The solar battery 13 generates power when set in the sun and supplies power to an optical communication terminal through a load power supplying section 9 and, at the same time, supplies power to the storage battery 15. The storage battery 15 is charged with power supplied from a commercial power supplementing and supplying section 5 and the solar battery 13, and then supplies charging power to the load power supplying section 9. The commercial power supplementing and supplying section 5 receives AC current from a commercial power supply and then converts the AC current to DC current to be supplied to the storage battery 15 and the load power supplying section 9. A power supply controller 7 controls the quantity of charging power of the storage battery 15 and the supplementary power supplied from the commercial power supplementing and supplying section 5, using the sensor information of an ammeter 25, etc.

When the sensor relays 14, 14A, 14B are turned on or off the branch cables 10, 10A, 10B are turned on or off accordingly so that the luminaires 11, 11A, 11B can be turned on or off.
