The asbestos-containing waste material 4 is introduced into the mixer drum 5 of the apparatus 1 for treating asbestos at the overhaul site of a building 16, and mixed with raw concrete 3. In the heavy metals treating device 13, a fixed bed of chelate resin, ion exchange resin, iron powder or activated carbon is arranged in a tower and a packed tower in which the aqueous muddy material is circulated through void parts in fixed beds is used.
