SOLUTION: The floating marker device 10 for ships has a detection unit 18 to detect that a ship is approaching, a requiring unit 19 to require transmission of the application for permission of port entry to the ship, and a permission unit 21 which informs the permission for the port entry to the ship when the ship is determined to be the port entry permissible ship after the requirement, and requires the alarm to the ship or the registration for a visitor if the ship is determined not to be the port entry permissible ship.
