SOLUTION: An underlining sheet, cover, etc., is placed on the bottom, the top face or both faces of a sowed raising seedling substrate, formed in the form of a cylinder by layered winding, etc., tightly packaged with the surplus end part, etc., of the underlining sheet, etc., and put into a raising seedling device to effect the sprouting and rooting. After completing the raising seedling, the seedlings are fallen down in one direction with a seedling pressing plate having an openable mobile edge and embossed with a weight. The seedlings are covered with a seedling-pressing top sheet 13 and rolled together with the top sheet 13 using a winding tool provided with a weighting roll 14. The seedling roll is loaded on a rice transplanter or a transplanter and planted as it is by scraping with a transplanting claw in the case of a biodegradable top sheet or planted while winding the top sheet with a seedling pressing roll of the rice transplanter or the transplanter in the case of using a top sheet other than biodegradable sheet.
