    • PROBLEM TO BE SOLVED: To provide a moving person monitoring device capable of controlling vehicle signals and pedestrian signals efficiently through the investigation of the status of pedestrians and the number of the pedestrians at each crossing of each road thereby enhancing the safety for the pedestrians. SOLUTION: A camera 7 is mounted on a support 3 for a signal mechanism installed on a crossing of a road 1, the camera 7 photographs an image within a monitoring area of a prescribed range including a crosswalk 2, the system receives a timely consecutive image and extracts pedestrians M waiting for cross-walking in the vicinity of a pedestrian signal mechanism 5 from the received image and controls a vehicle signal mechanism 4 and the pedestrian signal mechanism 5 based on various sets of information (the number of pedestrians and waiting time or the like) obtained at that time.

    • PROBLEM TO BE SOLVED: To provide a human movement analyzing system whereby the position state and the movement state, etc., of an operating person are automatically grasped and the guide of an user-friendly operating method and advice concerning an error, etc., are executed in accordance with the position state and the movement state of the operating person. SOLUTION: A picture input part 1 inputs the picture of the operating person and a picture storage part 2 stores it. A change area extracting part 3 extracts a change area from the picture inside the picture storage part 2 and a picture change discriminating part 4 discriminates whether the extracted change area is by background change or the person. When the change area is discriminated as the one by the person, a person approach detecting part 5 detects the approaching degree of the person as against the picture input part 1. A person position detecting part 6 detects the position and the movement direction of the person, a person turning detecting part 7 detects the turning of the person, a plural-person detecting part 8 detects that plural persons exist, a processing error detecting part 9 analyzes the position state and the movement state of the operating person from the respective detection results of the respective parts 5-8 and an output part outputs it.

    • PURPOSE:To easily retrieve a required scene by collecting plural index pictures obtained from video image comprising plural consecutive scenes for each scene and displaying the collected picture onto an edit pattern. CONSTITUTION:A scene change detection section 2 detects a scene from a digital moving picture. When a scene change is detected by the detection section 2, information such as a detected frame picture and a scene number is managed by a scene change management section 3. On the other hand, a characteristic frame detection section 4 matches a shape pattern stored in a material management section 5 as to a digital moving picture to detect a characteristic frame in an index picture. Then the scene change management section 3 manages the index detected by the scene change detection section 2 and the characteristic frame detection section 4 for each scene and outputs the index information to an index display section 6 and it is displayed on an edit pattern and recorded on a recording section 9.

    • PROBLEM TO BE SOLVED: To extract the occurrence of an abnormal state or the like in a picture without comparison with templates by picking up a picture in a monitor area to continuously take in it and performing the processing between plural continuous pictures in each divided area to detect abnormal state. SOLUTION: An ITV camera 1 continuously picks up the picture in the monitor area, and the picture signal outputted from the ITV camera 1 is inputted to an A/D conversion part 2 and is digitized by the sampling pulse from a sampling pulse generation part 3 and is successively stored in a picture memory 4 as picture data. A processing part 7 divides the input picture, which has been taken into the picture memory 4, into plural areas equally divided in the vertical and horizontal directions, and a prescribed processing is performed between pictures in each divided area to detect the abnormal state in the monitor area. If the occurrence of the abnormal state is discriminated, an alarm device 8 is operated to inform a clerk in charge or the like of it.
