When the regular stackers are fully filled with stacked mails, mails assigned to the regular stackers are stacked in the OVF. When ten mails assigned to one and the same regular stacker are stacked in the OVF, it is judged that mails to be stacked in the above regular stacker are on a rising trend, and the spare stacker is assigned to the above regular stacker as its multi stacker.
