    • PROBLEM TO BE SOLVED: To execute the editing of contents stored in a recording medium in a short period of time without requiring complicated processing.
      SOLUTION: When executing deletion editing to stored stream data, a packet sequence completely included in a deletion range is deleted from the stream data so as to divide the stream data into first stream data before the starting point of the deletion range and second stream data after the end point of the deletion range. Next, first/second stream management data corresponding to the first/second stream data are generated. An index value of a packet including the starting point of the deletion range is described in a header of the first stream management data. An index value of a packet including the end point of the deletion range is described in a header of the second stream management data. An index base value for correcting the index value is also described in the header of the second stream management data.

A motion vector detection part 112 calculates the motion vector of a block to be encoded so that cost may be minimized while considering the encoding quantity of a motion vector of a block which uses the motion vector of the block to be encoded for prediction. In performing intra-picture encoding processing on the other hand, the control part 100 controls the switching of the switch 103, so that an output from an intra-picture prediction part 113 is output to the subtractor 102 and the adder 108. The intra-picture prediction part 113 calculates an encoding mode to be applied to the block to be encoded so that the cost may be minimized while considering the encoding mode of a block which uses the encoding mode of the block to be encoded for prediction.
