    • PROBLEM TO BE SOLVED: To solve the problem of a conventional system such as that for a power company, the burden of possession, maintenance, and management of a facility for maintenance of reliability on supply becomes large by the amount of increase of market participants, as a result, the company is compelled to raise the unit price of consignment inevitably as compared with a previous power transaction regulated period.
      SOLUTION: This system is equipped with a means which stores the node position information of each power generating facility; a means which inputs the output information of each power generating facility stated above; a means which inputs the power consumption information of the load of a power consumer; a means which inputs the power stability information of the connected nodes of each power generating facility stated above; a means which computes the total value to output of the above power stability information using the power consumption information of the above power consumer, and gets the value to output separately for each power generating facility stated above, based on the above power stability information; and a means which outputs a control command to each power generating facility stated above, based on the value to output of each power generating facility stated above obtained by that means.

Meanwhile, in a monitoring control apparatus 42, a microprocessor part 13, which interrupts and inputs the time-synchronizing calibrating pulse signal, and an inner clock 44, whose time is calibrated by the interruption inputting, are provided. In the time synchronization the time synchronizing calibrating pulse signal is outputted from the side of the master clock 11 at the predetermined timing. The time data undergo interruption inputting based on the time synchronizing calibrating pulse signal on the side of the monitoring control device 42.

    • PURPOSE:To prevent a step-out by measuring the time from one change point to the next change point of a received clock for sampling received data, and monitoring the phase difference between the received clock and received data all the time and correcting the phase difference. CONSTITUTION:The received data from a demodulator 1 is inputted to a decoding circuit 2 and a sign change point detecting circuit 10. The sign change point detecting circuit 10 when detecting a change in sign samples the received data an extremely short time later, and sends a signal to a phase comparing circuit 13 when deciding that the change in sign is not caused by a noise temporarily. The phase comparing circuit 13 incorporates a counter and counts the time between signals from the detecting circuit 10 with the clock from a clock generating circuit 15 to calculate the phase difference between the received data and received clock. When the phase difference is smaller than a specific value, PLL processing is carried out at it is and when larger, the counter of the clock of the clock generating circuit 15 is initialized. Consequently, the step-out of a reception side is prevented.

    • PURPOSE:To obtain time synchronization with high accuracy by measuring a time from the transmission request till the transmission is started actually and sending the time to a time reception station so as to correct a reference time. CONSTITUTION:A gate circuit 6 is provided to a memory selection signal path of a decoder 2, a timer selection signal outputted from the decoder 2 is inverted by an inverting circuit 7 and the result is used for a control signal of the gate circuit 6. Simultaneously, the time measuring operation is started by a timer restart signal from a microprocessor 1 and when a DMA controller 5 reads the value, a timer 8 is provided to stop the time measuring operation. Then the time reception station corrects the received time information with the measuring time information to match the time. Thus, highly accurate time synchronization is realized.
